The Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) is a flagship governance program initiated by the United Nations Development Programs in Vietnam since 2009. PAPI measures and benchmarks citizens’ experiences and perception on the performance and quality of policy implementation and services delivery of all 63 provincial governments in Viet Nam to advocate for effective and responsive governance.

Some possible research topics using PAPI data are:

  • How does PAPI relate to other indicators of governance quality and development outcomes in Viet Nam?
  • How does PAPI vary across different socio-demographic groups, such as gender, ethnicity, education, income, and urban-rural location?
  • How does PAPI change over time and what are the drivers of improvement or decline in provincial governance performance?
  • What are the best practices and lessons learned from the provinces that perform well or poorly on PAPI?
  • How can PAPI be used as a tool for policy dialogue, advocacy, and reform at the national and sub-national levels?
  • How does PAPI influence the policy-making and budget allocation of provincial governments?
  • What are the factors that affect citizens' satisfaction and trust in provincial governments?
  • How does PAPI relate to other indicators of governance quality and development outcomes in Viet Nam?
  • How can PAPI be used to enhance citizen participation and feedback mechanisms in governance and public administration?
  • The relationship between PAPI and other governance indicators such as corruption, transparency, accountability, and participation
  • The factors influencing citizen awareness, trust, and engagement with local authorities
    - The challenges and opportunities for improving PAPI methodology, data quality, and dissemination.
